Marysville, police reach tentative contract agreement

Marysville and Marysville Police Officers Association have reached a tentative contract agreement after nine months of fractious negotiations, stalemates and legal complaints.

Retroactive to Jan. 1, the new 18-month contract calls for an end to furloughs, which had been in effect for two years, City Manager Walter Munchheimer said Tuesday night.

Police employees have agreed to pay a $100-per-month share of health insurance benefits costs. In addition, the agreement calls for employees to chip in 5 percent more than their previous share of a retirement plan pay-in.

"We've explored lots of possibilities, and it's time," Munchheimer said of the agreement, which was reached last weekend.

The contract will be formally drafted in the coming days and is expected to be approved by the City Council on Feb. 19, Munchheimer said.

In July, City Council members voted to declare an impasse in negotiations, thus imposing a new contract on the police association's 27 members.

That contract called for the elimination of furloughs, but without compensation for the additional work hours — a change that reduced pay rates by 5 percent.

The contract also included sharp increases in employee health-care costs.

Association attorneys filed complaints against the city with the Public Employee Relations Board.

In October, with Marysville's new chief administrator in place, the forced contract was repealed, and the two parties returned to the bargaining table.

"Labor relations were pretty toxic," said Munchheimer of the climate he walked into last fall.

Association leadership could not be reached for comment.
